We need to raise taxes, have a paint and weed day and make this a happier, healthier street that would discourage such behavior.

grouping полагаю означает "кучность", т.е. стреляет в одну точку. А "Winchester Silver Tips" по-моему тип патронов.
"Хорошая кучность, папа! Это были те Winchester Silver Tips?"
