Как написано в приведенном тексте из Wikipedia редко используется (и я не знал) как заменитель для don't а вот как замена для haven't — на каждом шагу:

Наверно потому что кроме ain't и двойного отрицания там нет ничего интересного а ain't и двойное отрицание есть и в других диалектах:

Я не заметил такой цели в исходном сообщении. У человека были проблемы с пониманием логики двойного отрицания. Ему накидали ссылок. Правда если бы я был раньше я бы просто сказал — понимай как в русском:
