А откуда надо брать судей Конституционного суда?

По-другому спрошу: есть ли где-то такой верховный суд страны, который в эту саму вертикаль этой самой страны не встроен?


И второй вопрос: почему источник назначения означает зависимость? Ну назначен, но решения-то принимает независимо.
