Через css — никак. Шаблон печати управляется "снаружи" IE:

The mechanism for printing and previewing is controlled by print templates, which are HTML files that developers can create using the object model exposed by the print template behaviors. While print templates are HTML files, customized print templates can be used only in C++ from an application or control that can issue or intercept the IDM_PRINT or IDM_PRINTPREVIEW command. (The path to the print template is specified by the pvaIn parameter to IOleCommandTarget::Exec.) By default, Internet Explorer uses its own print template.
