Так запрос ключа или HTTP notification?
Во втором случае Плимус обратится на твой сервер только после проверки ордера (если таковая потребуется).
Это ИМХО, но подтвержденное перепиской с их саппортом. Вот моя же цитата в СВРУС:

Я в свое время перед прикручиванием кейгена от Armadillo интересовался
этим вопросом у саппорта. Вкратце, суть ответа: ключ генерится сразу,
но отсылается только после одобрения ордера (учтите это, если кейген
делает отметку о покупке или еще какие-то действия).

Note: The key is retrieved for each order placed, but since the
instant notification URL is not called unless the order has been
processed you may keep track of which key was not provided by
comparing the calls to the key generator with the calls for the
instant notification URL if you need to retrieve unused keys.
