Пока еще вроде не понятно. Майскрософт официально старается как можно преуменьшить роль этого проекта, называя его не более чем research проектом. Что смущает, что хоть проект и находиться под крылом Craig Mundie (Chief Research and Strategy Officer), работа ведеться не в Microsoft Research, а отдельной командой под руководством Eric Rudder. Мне встречалось мало конкретики (одно время тоже задался вопросом, че это за зверь такой), в основном всяческие спекуляции. Более-менее конкретика есть по ссылкам на SDTimes в статье в Wikipedia.

Часто еще в связке с Midori упоминаются RedHawk и MinSafe:

MinSafe
The goal of the MinSafe team (under the Windows Devices Platform Group) is to provide the code base atop which RedHawk deliverables (from the Developer Division) can be tested. The team also is testing the feasibility of putting a managed object framework on top of the existing User Mode Driver Framework (UMDF), as well as building a sample managed version of an NT service.

RedHawk
The RedHawk team is building tools and plumbing that are likely to be the foundation of Midori. Among the RedHawk deliverables on tap: A new compiler, new exception-handling model, a new P/Invoke model for calling native code and a new binary format (with no Intermediate Language, no support for runtime JITing or reflection).

RedHawk, which is in very early stages of development, is different in a number of ways from the current CLR that underlies the .NET Framework. It doesn't support application domains and managed exceptions when interoperating with native code. The new Windows Class Libraries introduced as part of RedHawk will be less rich than the CLR is currently, but also substantially smaller than the desktop CLR.

After a fair bit of soul-searching, I have decided to accept a fairly senior
position at Microsoft associated with the Midori project. The current plan
has me starting there at the beginning of August.

This means, among other issues, that we will be wrapping up the BitC
project.

А ХЗ. Это, типа, страшный секрет. Ничего конкретного не удалось узнать даже у Раддера лично (он Midori/RedHawk курирует). Есть теоретический шанс, что unsafe шарпа докрутят под цели написания драйверов, но кризис сильно планы покоцал.

На мой взгляд этот BitC полная ахинея и к делу не относится.
