подтверждаю — у меня тоже сервис не дает прибить с тем же сообщением!
а вот что в app log from event viewer нашел

а сам инсталлер выдавал сообщение типа service already exists и откатывал после этого все взад:

поэтому и приходилось перегружаться как я и писал выше, даже после успешного сноса предыдущей версии!
