Прочитал на HN комментарий от человека, который якобы работал программистом в Microsoft с Win7 по Win10. Всё переводить не буду, думаю, и так понятно.

Вкратце: все решения по интерфейсу начали принимать дизайнеры, которые к тому же постоянно меняются. При этом сами дизайнеры поголовно используют макось, а виндой даже не пользуются.

В целом это многое объясняет.
