Код изменил на такой

                if (Clipboard.ContainsText())
                {
                    String clipboardData = Clipboard.GetText();
                    Clipboard.Clear();
                    Clipboard.SetText(signer.SignXml(clipboardData).ToString());
                }

Никто не сталкивался что ли с таким???
